Abstract

The main purpose of this paper is to discuss the prevention of the use of illicit substances such as cannabis,
cocaine, opioids, amphetamines and NSP from the perspective of urban security in Romania. The present
study highlights the need for an urban security agenda in facilitating the approach to drug use. The
European Urban Security Agenda stipulates an efficient, diversified and appropriate response in the context
of this phenomenon. The hypothesis of the investigation according to which the value of the crime rate,
deaths and people without access to treatment can be improved by designing and implementing an urban
security agenda, is confirmed by the case study. The investigative questions address urban security and
the connection between the urban security agenda and the current situation of drug use in Romania.
The research hypothesis is confirmed by the comparative qualitative analysis of two European countries:
Romania and Portugal. The obtained results show Romania’s deficiency in solving the problem of drug use
by addressing the deficient urban security. Also, highlighted, important aspects of the Portuguese model
that could be good practices in the future are presented. The conclusions reiterate the possible magnitude
of implementing an urban security agenda that addresses drug use following the EFUS model.
